ارائه راهبرد توسعه شرکت‌های سهامی زراعی در ایران (مورد مطالعه: استان خراسان جنوبی)

چکیده

خرد و پراکندگی اراضی و استمرار خردشدن به دلایلی از جمله قانون ارث، مسایل و مشکلاتی است که از دهه 40 دامنه وسیع‏تری پیدا کرد و طی 40 سال اخیر، یکی از مشکلات اصلی بخش کشاورزی محسوب می­شود. شرکت‏های سهامی زراعی به عنوان یکی از انواع نظام­های بهره­برداری در راستای کمک به یکپارچه­سازی اراضی، در برخی مناطق موفقیت‏هایی داشته و در مواردی نیز با شکست مواجه شده‌اند. هدف اصلی این تحقیق شناسایی نقاط ضعف، قوت، تهدیدها و فرصت­های تشکیل شرکت­های سهامی زراعی، اولویت­بندی مشکلات و موانع پیش روی این شرکت­ها و اولویت­بندی راه­کارهای توسعه آنها در استان خراسان جنوبی است. پس از اولویت­بندی چالش­ها و راهکارهای توسعه شرکت­های سهامی زراعی، جهت دستیابی به اهداف تحقیق به تحلیل SWOT پرداخته شد. با توجه به امتیاز عوامل داخلی (قوت­ها و ضعف­ها) و عوامل خارجی (فرصت­ها و تهدیدها) که به ترتیب 43/2 و 51/2 بود، راهبرد مناسب جهت بهبود کارآمدی شرکت­های سهامی زراعی، بازنگری در برنامه­ بلندمدت شرکت­ها بر مبنای غلبه بر ضعف­های داخلی با تکیه بر استفاده از فرصت­های محیطی خواهد بود. مهمترین نقطه ضعف در این ماتریس، مکان‌یابی نامناسب شرکت­های سهامی زراعی بوده که در هنگام تشکیل این شرکت­ها لازم است مورد توجه قرار گیرد. شرکت­های سهامی زراعی می­بایست ضمن تمرکز بر محصولات با قابلیت فرآوری، بر جنبه­های نوآوری از رهگذر سرمایه فکر تمرکز نمایند.

The small size and dispersion of the land and the continuation of fragmentation due to reasons such as the inheritance law are issues that have become widespread since the forties and have been one of the main problems of the agricultural sector to be small and scattered over the past 40 years. Agricultural corporations have succeeded in some areas as a type of land use planning system to assist in land consolidation, and in some cases failed. The main purpose of this research was to identify the weaknesses, strengths, threats and opportunities of establishing agricultural corporations, ranking the problems and obstacles faced by these companies and prioritizing their development strategies in South Khorasan Province. In order to achieve the research goals using quantitative and qualitative method, after analyzing the SWOT analysis approach, prioritizing the challenges and development strategies of agricultural corporations. Given the score of internal factors (points of strengths and weaknesses) and external factors (points of opportunity and threat) that were 2.43 and 2.51 respectively, An appropriate strategy for improving the efficiency of Agricultural corporations, an appropriate strategy, is to review long-term corporate plans based on overcoming internal weaknesses by relying on the use of external opportunities. The most important weaknesses in this matrix, given the advantages offered, are inappropriate location of crop companies that need to be considered when setting up these companies. Agricultural corporations need to focus on aspects of innovation through thought capital while focusing on processable products.
