ارزیابی اخلاقیات سازمانی در وزارت جهاد کشاورزی و نقش آن در توسعه کشاورزی

چکیده

وزارت جهاد کشاورزی به­عنوان یکی از ساختارهای مهم متولی امنیت­غذایی نقش خطیری در ارایه کالا و خدمات عمومی به شهروندان دارد. بر این مبنا، ارتقا سطح اخلاقیات سازمانی در این دستگاه دولتی به بهبود عملکرد و عمل به مسئولیت‌های اجتماعی آن می‌انجامد. تحقیق حاضر ضمن ارایه الگوی ارزیابی اخلاقیات سازمانی، به ارزیابی آن در وزارت جهاد کشاورزی و سازمان‌‌های تابعه می‌پردازد. این تحقیق از نوع آمیخته اکتشافی بوده که در بخش کیفی، از روش تحلیل مضمون و در بخش کمی، از روش تحلیل عاملی استفاده شده است. جامعه مورد­مطالعه در بخش کیفی شامل نخبگان و صاحب­نظران بخش کشاورزی بود که تا رسیدن به نقطه اشباع داده 12 نفر برای مصاحبه انتخاب گردید. در بخش کمی، جامعه آماری مدیران عالی، میانی و پایه وزارت جهاد کشاورزی بودند که نمونه‌ای به حجم 291 نفر به روش تصادفی طبقه­بندی­شده انتخاب شدند. در مطالعه حاضر، در بخش کیفی، 75 مضمون پایه، 13 مضمون سازمان‌ده و 6 مضمون فراگیر شناسایی شدند. نتایج بخش کمی تحقیق نشان داد که در وزارت جهاد کشاورزی و سازمان‌های تابعه فراوانی مشاهده­شده بعد «قوانین، رویه‌ها و ساختار سازمان» از فراوانی مورد انتظار کمتر بود. با توجه به اهمیت ساختارهای دولتی در توسعه کشاورزی ارتقا سطح اخلاقیات در وزارت جهاد کشاورزی تحقق اساسی‌ترین هدف این سازمان دولتی یعنی توسعه کشاورزی را تسهیل می­نماید.
