تحلیل ذی نفعان کلیدی در طراحی نظام مدیریت محیط زیست در واحدهای زراعی شرکت ‏های کشت و صنعت دولتی ایران

چکیده

تحقیق حاضر با هدف شناسایی و اولویت­بندی ذی­نفعان کلیدی به­منظور طراحی نظام مدیریت محیط­زیست در واحدهای زراعی شرکت‏های کشت و صنعت دولتی ایران و با استفاده از طرح تحقیق آمیخته اکتشافی انجام پذیرفت. ابتــدا، بــا روش توصیفــی- تحلیلــی، مروری بــر ادبیــات موضــوع صورت گرفت. ســپس، با روش تحلیلــی- تطبیقی مضامین اصلی نظام مدیریت محیط­زیست (چرخه دمینگ) از میان نظریات اندیشــمندان شناســایی و استخراج شــدند. در ادامه، در فاز کیفی با استفاده از مصاحبه نیمه‌ساختارمند با 18 نفر از مدیران اجرایی شرکت‏های کشت و صنعت دولتی، شــاخص­های مطلــوب مضمون طراحی استخراج و مرحله اول تحلیل ذی‏نفعان (شناسایی ذی‏نفعان) انجام شد که به این منظور از روش نمونه­گیری غیراحتمالی گلوله برفی استفاده شد. در ادامه، با استفاده از نرم‏افزار MAXQDA نسخه 2018، شاخص‏های مضمون طراحی در 13 شاخص: بازدارنده­ها، سیاستگزاری و برنامه­ریزی، شناسایی کنشگران کلیدی، الزامات نهادی، همکاری، تعامل و ارتباطات بین­سازمانی، توجه به اقتضائات محیطی، مداخلات بازار، فرهنگ‌سازی و آموزش عمومی، عوامل حمایتی و پشتیبانی، تسهیل‌کننده­ها، توسعه زیرساخت­ها، توسعه فناوری اطلاعات و تحقیق و توسعه دسته‏بندی شدند. در فاز کمی، با استفاده از پرسشنامه تحلیل ذی‏نفعان، میزان علاقه و قدرت 15 ذینفع شناسایی شده در فاز کیفی در 13 شاخص استخراج شده (بر اساس مدل فریمن) بررسی شد. به­منظور اولویت­بندی و تنظیم ماتریس ذینفعان از نرم‌افزار‏های Ucinet نسخه 6 (با هدف تنظیم شبکه‏های اجتماعی و تحلیل تناظر) و SPSS نسخه 18 (با هدف تنظیم ماتریس IPMA) استفاده شد. نتایج نشان دهنده تاثیرگذار بودن پنج ذی­نفع کلیدی مدیرعامل شرکت، مدیرعامل شرکت مادر، واحد محیط زیست هلدینگ، معاونت بخش کشاورزی و مدیر حفاظت صنعت و محیط­­زیست بود که دارای بیشترین درجه قدرت و علاقه در بین سایر ذی‏نفعان بودند.

چکیده [English]

The purpose of this research was to identifying and prioritising key stakeholders in designing an environmental management system in crops units of governmental agro-industry companies in Iran, by using exploratory research design. After doing the literature review, main themes of environmental management system (DemingCycle) were identified and extracted by applying analytical-comparative method. In qualitative phase, by using non probability sampling technique (snowball) and semi-structured interviewing with 18 executive managers of governmental agro-industry companies, desirable indicators of design theme were extracted and the first step of stakeholders' analysis (identification of stakeholders) was completed. Accordingly, components of design theme were categorized in 13 indicators by using MAXQDA software: barriers, policy-making and planning, identifying key actors, institutional requirements, cooperation, inter-organizational interaction and communication, attention to environmental implications, market interventions, public education, Supportive factors, facilitators, infrastructures development, information technology (IT) development and research and development (R&D). In quantitative phase, stakeholders' analysis questionnaire was used for identifying 15 stakeholders' interest and power in 13 extracted indicators (based on Friedman model). In order to prioritizing and creating stakeholders' matrix, UCINET software (for creating Social networks and correspondence analysis) and SPSS software (for creating IPMA Matrix) were used. The results indicated that the five key Stakeholders: company's CEO, holding CEO, environment unit, agriculture deputy and industrial and environmental protection unit were the most powerful and interested among other stakeholders.
