تعیین تعرفه بهینه پساب تصفیه‌شده در بخش کشاورزی جنوب استان تهران

چکیده

هدف مطالعه­ حاضر، تعیین تعرفه بهینه پساب تصفیه­شده در بخش کشاورزی جنوب استان تهران است. به­منظور دستیابی به این هدف از روش برنامه­ریزی ریاضی اثباتی (PMP) و برای برآورد ارزش حفاظتی از روش ارزش­گذاری مشروط (CVM) استفاده شد. اطلاعات مورد نیاز با تکمیل 470 پرسشنامه به روش نمونه­گیری خوشه­ای دو مرحله­ای در جنوب استان تهران در سال 1398جمع­آوری گردید. براساس نتایج قیمت تمام شده پساب تصفیه شده 21،523 ریال به ازای هر متر مکعب در استان تهران تعیین گردید، قیمت تحویلی برای هر متر­مکعب پساب تصفیه­شده در شهرهای قرچک، پیشوا، ری و ورامین به­ترتیب 4444، 5556، 9778 و 5000 ریال، ارزش اقتصادی 10080، 15720، 17090 و 12370 ریال و تمایل به پرداخت کشاورزان 9474، 10136، 10173 و 10671 ریال تعیین گردید. در نهایت، با بررسی شرایط تشکیل بازار، تعرفه بهینه پساب تصفیه­شده در بخش کشاورزی جنوب استان تهران (PEWW)10،114 ریال به ازای هر متر­مکعب تعیین گردید. با توجه به بالا بون قیمت تمام شده هر متر­مکعب پساب تصفیه شده، پیشنهاد می­گردد بخش خصوصی وارد بازار تصفیه پساب گردد، زیرا می­تواند مابه­التفاوت قیمت تمام شده و تمایل به پرداخت کشاورزان برای پساب تصفیه­شده را از محل کمک­های زیست­محیطی دولتی پرداخت نماید.
