برنامه‌ریزی راهبردی توسعه نظام ترویج تعاون در ایران

چکیده

تحقیق کاربردی حاضر با رویکرد برنامه‌ریزی راهبردی و با هدف تحلیل وضعیت و تدوین راهبردهای توسعه نظام ترویج تعاون کشور در دو مرحله اجرا شد. در مرحله نخست با مروری نظام‌مند، وضعیت ترویج تعاون در کشور واکاوی شد. بدین ترتیب، تعداد 44 عامل خارجی (18 مورد فرصت‌ها و 26 مورد تهدیدها) و 35 عامل داخلی (17 مورد قوت‌ها و 18 مورد ضعف‌ها) شناسایی شدند. در مرحله دوم نسبت به تدوین یافته‌های این مرحله در قالب یک پرسشنامه برای ارزیابی و تدوین راهبردها بر مبنای روش تحلیل SWOT و ماتریس کمی برنامه‌ریزی راهبردی (QSPM) اقدام شد. یافته‌های مرحله دوم نشان داد که، مجموع امتیازهای نهایی عوامل خارجی برای فعالیت‌های ترویج تعاون 356/2 است. این امتیاز به این معنی است که بخش تعاون کشور نتوانسته است از فرصت‌ها یا پتانسیل‌های موجود، بهره‌برداری نماید و یا از بروز عوامل تهدیدزا، پیشگیری نماید. همچنین مجموع امتیازهای نهایی عوامل داخلی برای فعالیت‌های ترویج تعاون 795/2 به دست آمد. این یافته نشان می‌دهد در حال حاضر نقطه قوت ترویج تعاون در حوزه عوامل و نیروهای داخلی تاثیرگذار است. راهبردهای قابل قبول در برنامه‌ریزی توسعه نظام ترویج تعاون، با توجه به قرارگیری در خانه شماره 5 ماتریس داخلی و خارجی، راهبردهای محافظه‌کارانه است. با توجه به قوت‌های مناسب ترویج تعاون می‌توان راهبردهای تهاجمی را نیز مورد توجه قرار داد. در نهایت با استفاده از تکنیک QSPM جذابیت راهبردها تعیین شد.

چکیده [English]

Current applied research was aimed to analyze the situation and formulate strategies for development of cooperative extension system through strategic planning approach was implemented in two stages. In first stage systematic literature review the situation of cooperative extension was analyzed through a systematic literature review. In this way 44 external factors (18 opportunities and 26 threats) and 35 internal factors (17 strengths and 18 weaknesses) are identified. In second stage finding of first stage was used to formulate a questionnaire to assess and develop strategies based on SWOT technique and Quantitative Strategic Planning Matrix (QSPM). Finding of second stage revealed that final score of external factors for extension cooperative activities is 2.356. This implies that cooperative sector couldn’t benefit from opportunities factors or avoids threats factors. Moreover final score of internal factors for extension cooperative activities are 2.795. This implies that effective internal factor for extension cooperative activities are strength. Regarding cell number five in internal and external matrix, conservative strategies are accepted in strategic planning for development of cooperative extension system. Finally by QSPM technique attractiveness of strategies is specified.
