مطالعه موردی دستاوردهای اتاق فکر روستایی در روستای زردوئی شهرستان پاوه؛ تجربه مدیریتی نوین در توسعه مناطق روستایی

چکیده

از گذشته­های دور تا به ­امروز موضوع مدیریت مناطق روستایی همواره یکی از بحث‌برانگیزترین مباحث در محافل علمی و اجرایی کشور بوده است. این امر منجر به ­به‌کارگیری الگوهای مختلف مدیریتی از سوی برنامه­ریزان و مسئولان در برهه­های زمانی مختلف شده است. در سال­های اخیر، اتاق فکر روستایی به­ عنوان الگویی نوین جهت توسعه­ همه جانبه مناطق روستایی پا به­ عرصه وجود گذاشته است. به­ نظر می­رسد این الگو تلاش در ارتقاء کیفی مدیریت همه جانبه در زمینه توسعه­ی اجتماعی- اقتصادی مناطق روستایی کشور دارد. بررسی­ها نشان می­دهد تاکنون پژوهشی در خصوص دستاوردهای این تجربه نو در مناطق روستایی کشور صورت نگرفته است. از این­رو در پژوهش کیفی پیش­رو تلاش شد با استفاده از موردپژوهی به­ مطالعه دستاوردهای اتاق فکر روستایی در روستای زردوئی بخش باینگان، شهرستان پاوه کرمانشاه پرداخته شود. برای این منظور با استفاده از فنون گفت‌و‌گوی نیمه‌ساختار‌یافته، گفت‌و‌گو با مطّلعان، گفت‌و‌گو با گروه­های متمرکز و بررسی شرح‌حال روستا اطلاعات لازم از 11 فرد کلیدی که به صورت ملاک‌محور انتخاب شده بودند، جمع آوری و ثبت شد. سپس داده­های استخراج شده به ­کمک روش تحلیل محتوا طبقه­بندی شدند. برای تعیین اعتبار داده­ها نیز از معیارهای چهارگانه مقبولیت، قابلیت اعتماد، تأییدپذیری و انتقال پذیری استفاده شد. بر اساس یافته­ها، اتاق فکر روستایی در روستای زردوئی دارای دستاوردهایی از قبیل: مشارکت، حل مشکلات اساسی(مسئله محوری)، تسهیل امور اداری، آموزش، نخبه­شناسی، اشتغال­زایی، ظرفیت­سازی، مهاجرت معکوس، بازاریابی و بازارگرایی و ... بوده است. با توجه به­دستاوردهای اتاق فکر روستایی، به ­مدیران و برنامه­ریزان توسعه روستایی استآنها توصیه می­شود از این ابزار مدیریتی به­ عنوان الگویی مناسب جهت تحقق اهداف و برنامه­های دولت در مناطق روستایی بهره گرفته شود.
