معرفی راهکارهای عملی برای مشارکت کشاورزان در انتقال مدیریت آبیاری (مورد مطالعه شبکه آبیاری و زهکشی قلعه چای)

چکیده

آب یکی از عوامل محدود­کننده تولید در جهان می­باشد. مقابله با کمبود آب می­باید به­وسیله راهبرد مشخص در­جهت استفاده صحیح و مطلوب از آن باشد. انتقال مدیریت یکی از استراتژی­ها در این خصوص است. هدف کلی این تحقیق معرفی راهکارهای عملی تسهیل مشارکت کشاورزان در انتقال مدیریت آبیاری در شبکه آبیاری و زهکشی قلعه­چای شهرستان عجب­شیر در استان آذربایجان شرقی بود که در سال 1394 انجام شد. این تحقیق کاربردی و از لحاظ گردآوری داده­ها، از نوع پیمایشی است. جامعه آماری 5129 کشاورزان فعال در سه ناحیه آبیاری بودند. حجم نمونه به تعداد 204 کشاورز با روش نمونه­گیری تصادفی طبقه­ای چند­مرحله­ای با انتساب متناسب با استفاده از فرمول کوکران انتخاب شد. برای سنجش روایی محتوایی پرسشنامه تحقیق، نظرات دو عضو هیئت علمی دانشگاه تبریز و سه کارشناس اداره آب شهرستان عجب­شیر پرسیده شد. مقدار ضرایب آلفای­کرونباخ برای بخش­های مختلف پرسشنامه بین 75/0 تا 92/0 به­دست آمد. تجزیه و تحلیل داده­ها با نرم­افزارSPSS22 انجام شد. نتایج تحلیل مسیر نشان­داد که بیشترین اثر مستقیم متغیرها بر مشارکت مربوط به وضعیت آب آبیاری (335/0) است. برای مشارکت کشاورزان در فرآیند انتقال مدیریت آبیاری سه راهکار شامل: تشکیل گروه­های "هم­آب"، گروه­های "هم­­جوار" و گروه­های "هم­کشت" پیشنهاد شد.

چکیده [English]

Water is one of the obstacles for production throughout the world. Special strategies for water consumption must be employed for coping with water shortage. Management transfer is one of these strategies. The aim of the present study was to introduce some applied solutions of irrigation management transfer to farmers in Ghale-Chay irrigation and drainage network in Ajabshir town of East Azerbaijan province. This study was applied and descriptive in terms of data collection. The population of the study consisted 5129 farmers in three irrigation zones. The sample (N=204) was selected using multistage stratified sampling method, by an appropriate assignment, and Cochran's formula. Two academic staffs and three experts of Ajabshir County Water Bureau were asked to give their opinions on measurement of the content validity of the questionnaire. The value of Cronbach's alpha coefficient for different parts of the questionnaire was between 0.75-0.92. Data were analyzed using SPSS 22 software. Results of path analysis showed that the most direct effect of variables on participation is related to the status of irrigation water (0.335). Three solutions were suggested for entering to management transfer process: the formation of “co-water groups”, “adjacent groups” and “co-culture groups”.
