ارزیابی شاخص‌های حکمرانی منابع آب زیرزمینی در بخش کشاورزی ایران : کاربرد چارچوب حکمرانی سازمان همکاری و توسعه اقتصادی در دشت همدان ـ بهار

چکیده

منابع آب زیرزمینی از دیرباز به‌عنوان یکی از منابع حیاتی تأمین آب مصرفی و رفع نیازمندی‌های جوامع بشری مورد توجه بوده است. حکمرانی منابع آب زیرزمینی در بخش کشاورزی از طریق اجماع عوامل دولتی، خصوصی و مردمی درصدد یافتن چالش‌ها و خلاءهای موجود و ارائه راهکارهایی به منظور ارتقا و بهبود شرایط در جهت استفاده پایدار از منابع آب و بخصوص منابع آب زیرزمینی می‌باشد. در این مطالعه به منظور بررسی و ارزیابی حکمرانی منابع آب زیرزمینی دشت همدان ـ بهار از چارچوب حکمرانی منابع آبOECD, 2015 استفاده گردید که شامل 3 بخش اصلی بهره‌وری، اثربخشی، اعتماد و تعامل و 12 رده فرعی می‌باشد. جامعه آماری پژوهش شامل 86 نفر از کارشناسان و مسئولان سازمان‌های مرتبط با مسایل آب در بخش کشاورزی بودند. روش جمع‌آوری داده ها با استفاده از روش میدانی و ابزار پرسشنامه انجام پذیرفت و داده‌ها با استفاده از نرم‌افزار SPSS و 3.Smart PLS مورد تجزیه و تحلیل قرار گرفتند. نتایج بر اساس مقادیر اثر F2 نشان داد از میان سازه‌ها، سازه سیاست‌گذاری، بودجه و تامین مالی، اطلاعات و داده به ترتیب با مقادیر 0/422، 356/0 و 326/0 دارای اثر بزرگ بر متغیر مکنون برونزا می‌باشند و سایر سازه‌ها دارای اثر متوسط می‌باشند (اندازه اثر  F2 بین مقادیر 15/0و 35/0 نشان‌دهنده اثر بزرگ می‌باشند). نتیجه برازش‌ مدل ‌کلی بر اساس‌ ‌معیار ‌GOF عدد 29/0 را بدست آمد که نشان از برازش خوب و قابل قبول مدل می‌باشد. همچنین نتایج حاصل از آماره آزمون t و ضرایب مسیر (β) نشان داد که سازه‌های سیاست‌گذاری و اقدامات نوآورانه و بودجه و تامین مالی بیشترین و قویترین تأثیر را بر حکمرانی منابع آب زیرزمینی دشت همدان – بهار دارا می‌باشند. بنابراین، وجود اطلاعات شفاف، دقیق و به موقع در سیاست‌گذاری صحیح منابع آب زیرزمینی باعث تصویب قوانین و اقدامات نوآورانه مناسب و سازگار با شرایط منطقه، جلب مشارکت ذینفعان و به طور کلی، ایجاد یک چرخه حکمرانی مناسب و موثر خواهد شد.
