Objectives
Natural resource management in Iran follows a hierarchical structure that has different scales at different levels and at each level different actors are involved. In order to achieve consistent participatory management, all organizational actors need coherence. Achieve organizational balance and careful analysis of the policy network in participatory natural resource management. The subject of the analysis of the participatory network of participatory management of natural resources is to strengthen coordination and outsourcing policies between different organizations related to the Hablehroud watershed, which is jointly located in the two provinces of Tehran and Semnan, so the purpose of this research is to analyze the participatory network between these organizationes. The continuation of the process of destruction of natural resources, the importance of the participatory management approach in the process of decision-making, policy-making and implementation of natural resources projects, the recognition of challenges and opportunities in the policy-making and planning of sustainable management of these resources, the need to recognize all the actors in the organizational and institutional network. It makes natural resources more visible for sustainable management.
Methods
The present study used applied and developmental research which is descriptive-analytical and has focused on the role of the network of institutional stakeholders in the participatory management of natural resources. Therefore, based on the definition of interactive-participatory decision-making network for use in open policymaking with a transdisciplinary approach, the roles and functions of promoting the sustainable development of natural resources and the country's environment have been examined by specialized organizations as a basic strategy. (SNA) Social networking analysis approach, this study analysis organizational cohesion and policy network in participatory natural resource management for 37 institutions related to participatory natural resource management in Hablehroud watershed.
Results
The results showed that the intermediate centrality of the four institutions of the Organization of Wars, Rangelands and Watershed Management, Environmental Protection, Ministry of Jihad Agriculture, Ministry of Interior has high control and mediation power. Given the key role of institutions such as NGOs in educating, raising awareness and empowering the local community, this is one of the major challenges facing achieving participatory management in the Hableh River watershed. Institutions such as the Ministry of Cooperatives, Labor and Social Welfare should also have higher interaction and communication with other related organizations in this field.
Discussion
The present research showed that for participatory management in which various organizational stakeholders are involved, as the first step in any executive activity, it should be noted that there is no ideal network structure that is compatible with all social and political conditions and processes in the field. There is no land governance. Therefore, taking into account the fact that without conducting research of this kind and without detailed monitoring, it is not possible to achieve participatory management in accordance with local adaptation and sustainable development. Therefore, it is necessary to first study the related networks and the pattern of their outsourcing relationships. And after discovering the challenges and problems, the necessary strategies and policies should be developed.
Finally, it should be stated that due to the critical condition of the country's natural resources and the comprehensive destruction caused by human activities and improper management actions, the need and necessity of a comprehensive look at the issues and problems facing the adaptive participatory management is felt more than ever. Also, in this regard, it is necessary to continuously present the process of changes in cohesion, organizational capital, changes in stability and adaptability of the network, and in this way, it enables planners and managers to develop executive plans with a comprehensive view based on scientific principles. To work towards participatory management.
