تحلیل چالش‏های پیش روی سازمان‏های غیردولتی برای مشارکت در سیاست‌گذاری توسعه کشاورزی

چکیده

هدف کلی تحقیق حاضر بررسی چالش‏های پیش روی سازمان‏های غیردولتی بخش کشاورزی در سیاست­گذاری توسعه کشاورزی بود. جامعه آماری تحقیق متشکل از کارشناسان حرفه­ای سازمان‏های‏ نظام مهندسی کشاورزی و منابع­طبیعی استانی برابر با 349 نفر بود. حجم نمونه با استفاده از فرمول کوکران، 97 نفر محاسبه گردید که با در نظر گرفتن 15 درصد برای بی‏پاسخ‏ها و یا پاسخ‏های نامطلوب، مقدار آن به 112 نفر افزایش یافت. نمونه­گیری به روش دو مرحله­ای ساده تصادفی انجام شد. ابزار جمع­آوری داده­ها پرسشنامه­ای بود که اعتبار صوری و محتوایی آن، توسط اساتید و متخصصان ذیربط مورد تایید قرار گرفت. برای سنجش میزان پایایی پرسشنامه از ضریب آلفای کرونباخ استفاده شد که به­ترتیب مقادیر به­دست آمده برای بخش مربوط به میزان مشارکت در فرآیند سیاست‌گذاری 92/0 و برای بخش مربوط به چالش‏ها 78/0، حاکی از مناسب بودن ابزار تحقیق بود. نتایج تحلیل عاملی اکتشافی نشان داد که چالش­های پیش روی سازمان­های غیردولتی در سیاست‌گذاری توسعه کشاورزی در سه عامل "برون سازمانی"، "شکاف ارتباطی" و "درون سازمانی" شناسایی شدند که اهم این چالش‏ها معطوف به عوامل برون سازمانی بوده و بیشتر منحصر به قوانین و مقررات سازمان‏های غیردولتی بود.

چکیده [English]

The main purpose of this paper was examining challenges of non-governmental organizations (NGOs) for participation in agricultural development policy-making. The Statistical population of study composed of experts of Agricultural and Natural Resources Engineering (ANRE) Organizations at province level (N=349). 112 of the experts of ANRE selected randomly in two stages which determined by Cochran formula. The data were collected by questionnaire which its face and content validity was approved by a panel of experts. For measuring the reliability of questionnaire, the Cronbach's alpha coefficient was applied and the obtained coefficient for participation in policy-making process and challenges parts were, 0.92 and 0.78, respectively. These amounts showed that research instrument was reliable. Exploratory factor analysis showed that challenges facing NGOs in agricultural development policy-making in the "external factors", "communication gap" and "internal factors" were identified. The most important challenges were related to external factors, especially laws and regulations of NGOs.
