طراحی نظام ترویج کشاورزی بازارمحور در استان یزد

چکیده

نظام‌های ترویج کشاورزی در مناطق خشک ناگزیرند به‌طور هم‌زمان به چالش‌هایی همچون کمبود منابع، پراکندگی نهادی، نوسانات بازار و قدرت چانه‌زنی محدود بهره‌برداران خرد پاسخ دهند. پژوهش حاضر با بهره‌گیری از روش‌شناسی سیستم‌های نرم (SSM)، به طراحی یک نظام ترویج کشاورزی بازارگرای متناسب با شرایط استان یزد پرداخت. داده‌های پژوهش از طریق یک کارگاه مشارکتی دو روزه با حضور ۲۹ نفر از متخصصان ترویج و توسعه کشاورزی که به‌صورت هدفمند و بر اساس تجربه حرفه‌ای انتخاب شده بودند، گردآوری شد. داده‌های حاصل از کارگاه پس از سازمان‌دهی موضوعی، با استفاده از مراحل توسعه تصویر غنی (Rich Picture)، تحلیل CATWOE، تدوین تعریف ریشه‌ای (Root Definition)، مدل‌سازی مفهومی، مقایسه با وضعیت ادراک‌شده دنیای واقعی و شناسایی تغییرات مطلوب و امکان‌پذیر مورد تحلیل قرار گرفت. یافته‌ها نشان داد که طراحی یک نظام ترویج بازارگرا مستلزم توجه هم‌زمان به مجموعه‌ای از نیازهای به‌هم‌پیوسته است؛ از جمله نیازسنجی محلی، توسعه بازار و زنجیره ارزش، هماهنگی میان ذی‌نفعان، تقویت سرمایه انسانی و اجتماعی، یکپارچه‌سازی دانش، توسعه خدمات مشاوره‌ای بخش خصوصی، تداوم نهادی، سرمایه‌گذاری و مدیریت ریسک بازار. بر اساس این یافته‌ها، الگوی پیشنهادی از سه زیرسامانه تعاملی تشکیل شد: تعامل میان ترویج، کشاورز، بازار و مصرف‌کننده؛ سیاست‌گذاری، مقررات و حمایت؛ و پژوهش، آموزش و یادگیری تطبیقی. این زیرسامانه‌ها از طریق پنج اصل اجرایی به یکدیگر پیوند می‌خورند: توسعه سرمایه انسانی و اجتماعی، پاسخگویی به بازار و جهت‌گیری زنجیره ارزش، حکمرانی غیرمتمرکز و پاسخگو، شبکه‌سازی میان ذی‌نفعان همراه با یادگیری تطبیقی، و مدیریت ریسک همراه با حمایت از بهره‌برداران خرد. این پژوهش با ارائه یک رویکرد مبتنی بر طراحی نظام، به ادبیات ترویج کشاورزی بازارگرا کمک می‌کند و نشان می‌دهد که چگونه روش‌شناسی سیستم‌های نرم می‌تواند یک مسئله پیچیده و فاقد ساختار روشن در سطح منطقه‌ای را به یک معماری نهادی متناسب با شرایط محلی تبدیل کند. با این حال، مدل ارائه‌شده ماهیتی مفهومی دارد و پیش از اجرای آزمایشی، لازم است با مشارکت کشاورزان، بازیگران زنجیره ارزش، نهادهای مالی و مصرف‌کنندگان اعتبارسنجی شود.

Designing a Market-Oriented Agricultural Extension System for Sustainable Development in Yazd Province



Abstract

Agricultural extension systems are approaches to support agricultural production, market integration, value chain development, and sustainable rural livelihoods. However, there has been little focus on creating context-specific extension systems that involve multiple stakeholders and respond to local conditions. This study aimed to develop a market-oriented agricultural extension system for Yazd Province, Iran, using Soft Systems Methodology (SSM). Data were collected during a two-day participatory workshop with 29 agricultural extension experts chosen for their experience in agricultural Extension. The analysis followed the stages of SSM, including problem structuring, developing rich picture, conducting CATWOE analysis, formulating root definitions, creating conceptual models, and designing organizational structure. The findings showed that the proposed system has three interconnected subsystems: (1) the extension-farmer-market-consumer interaction subsystem, (2) the policy, legislation, and support subsystem, and (3) the research and education subsystem. Four key implementation principles emerged: developing human and social capital, being responsive to the market, ensuring decentralized governance, and promoting stakeholder networking. The suggested organizational structure highlights collaborative decision-making, coordination among public and private actors, and adaptation to local agricultural and market conditions. This study adds to the literature by demonstrating how SSM can help design market-oriented extension systems in arid agricultural regions. The findings offer useful guidance for policymakers, extension organizations, and agricultural development agencies looking to improve market integration and support sustainable agricultural development.

The findings of this study suggest that the establishment of a market-oriented agricultural extension system requires a major shift from traditional technology-transfer approaches to more integrated, participatory, and network-based models of agricultural development. The model proposed identifies stakeholder interaction, decentralized governance structures, market responsiveness, and capacity development as the key elements of an effective extension system.

MATERIALS AND METHODS

Study Area

The study area is the Yazd province, situated in central Iran. Yazd is a desert region. It has inadequate water resources due to a combination of low annual precipitation and high evaporation rates. In Yazd, agricultural production continues to rely on the efficient management of resources, the cultivation of high-value crops, and the development of market access. These factors make Yazd an appropriate case for exploring the requirements of market-oriented agricultural extension and designing a system promoting sustainable agricultural development.

Participants and Sampling

Twenty-nine agricultural extension experts are involved in this study. Participants were selected through purposive sampling based on their professional experience in agricultural extension, development planning, rural development programs, and interactions with farming communities. The selection indicator was practical knowledge of extension activities and agricultural development challenges in Yazd Province. The participants constituted a variety of organizational and professional points of view within the agricultural sector, providing a complete view of the current extension system and its challenges.

Data Collection

Data were obtained through a two-day participatory workshop. Participants discussed the current situation of agricultural extension, organizational and institutional challenges, market challenges, stakeholder interconnections, and mechanisms to improve agricultural extension services. Workshop dialogues pivoted on several guiding questions, such as:

- Who are the key actors in agricultural development?

- What activities are currently taking place?

- What activities should be pursued?

- What outcomes should we expect from a market-oriented extension system?

The information was documented and used to produce rich pictures, identify stakeholder relationships, and formulate root definitions.



The findings are presented in four key themes.

Multi-Actor Governance & Stakeholder Networks

One important finding is the important role of multi-actor governance for the design of market-oriented agricultural extension systems. The results show that effective extension is not a straightforward matter of information flow from experts to farmers. Instead, agricultural development relies on continuous interactions between farmers, extension workers, researchers, policy makers, financial institutions, agribusiness companies, and consumers.

Through the rich picture analysis, it became evident that some of the challenges reported by participants, including lack of coordination between organizations, duplication of efforts, and inconsistent policies, are due to fragmented relationships between institutions. This result is in line with the view of Agricultural Innovation Systems that innovation is a product of interactions among several actors and not the product of a single organization. Prior studies show that extension systems are more effective when they build relationships among actors, promote knowledge sharing, and enable collective action. This model extends the existing literature by demonstrating how these relationships can be embedded in a market-oriented extension model that is sensitive to local conditions.

Institutional Flexibility and Decentralized Agricultural Extension

Another important finding relates to the possibility of decentralization to improve extension effectiveness. This finding is consistent with earlier arguments that decentralized extension systems are more appropriate to meet farmers’ needs and local development priorities. It has also been suggested that agricultural advisory services should move away from hierarchical structures towards more interactive and flexible forms of governance (e.g., in Yazd Province, where water scarcity and limited resources have a significant impact on agricultural production, decentralized governance could increase the flexibility and responsiveness of extension services to local problems. Thus, the findings indicate the significance of institutional flexibility for the successful implementation of market-oriented extension systems.

Market Integration as an Engine for Sustainable Agriculture Development

Another important finding is the need to include market considerations in agricultural extension activities. The participants identified market access, value addition, product packaging, market information, and value-chain development as the important elements of agricultural development. These issues indicate that farmers are increasingly requiring support in marketing, business development, and entrepreneurship, not just in production practices.

This finding is consistent with the emerging literature on market-led and market-oriented extension approaches. For example, a conclusion has been reported in a study highlighting the importance of market linkages, agribusiness cooperation, and value-chain integration in improving farm productivity and sustainability (Fofana et al., 2020; Mahfud et al., 2024). The extracted model is based on these concepts, positioning market actors as essential components of the Agricultural extension system rather than viewing markets as external entities. This integration is particularly vital in arid regions, where limited natural resources compel farmers to focus on high-value products and efficient resource utilization.

Building human and social capital

The results further suggest that the development of human and social capital is a prerequisite for market-oriented agricultural extension. Farmers identified the need for farmer training, leadership training, organizing farmer groups, recognition of local innovators, and strengthening trust among stakeholders. These results suggest that technical knowledge alone is not sufficient to ensure sustainable agricultural development. The value of human and social capital has been well recognized in extension and rural development literature. Market-oriented extension requires farmers to develop new skills in market analysis, entrepreneurship, quality standards, contract negotiation, and collective action (Fofana et al., 2020; Sharma et al., 2025). In addition, social capital has a role in facilitating cooperation among farmers and strengthening their bargaining power in the agricultural value chains. The present study further supports these arguments, demonstrating that capacity development and trust among stakeholders are crucial for sustaining collaborative relationships between actors in the proposed extension system.

Theoretical Contributions

This study makes a number of contributions to the literature on agricultural extension and rural innovation. First, it builds on previous work on market-oriented extension by focusing on system design rather than outcomes of implementation. Secondly, it demonstrates the utility of Soft Systems Methodology as a participatory tool for the conceptualization of complex agricultural development problems with the participation of multiple stakeholders. Third, the study integrates the principles of market-oriented extension and Agricultural Innovation Systems in a single conceptual framework that is adaptable to local contexts.

Managerial Implications

The findings have major implications for policymakers and extension organizations. Agricultural development programmers should not be limited to traditional production-oriented extension models, but should strengthen interactions between farmers, markets, research institutions, financial organizations, and support agencies. Policymakers should promote structures for decentralized decision-making and develop mechanisms for stakeholder collaboration.

Moreover, investments in farmer organizations, market intelligence systems, value-chain development, and extension capacity building can improve the efficiency of market-oriented extension initiatives.

Limitations and Future Research Directions

There are limitations to this study. Since the findings are based on the perspectives of the agricultural extension experts in one province, they may not fully reflect the views of farmers, agribusiness actors, or consumers. The study was also aimed at developing a conceptual model, rather than empirically testing the proposed system. Future research should validate the model by means of Delphi studies, stakeholder surveys, and pilot implementation projects in different agricultural contexts. Comparison with other provinces and regions would also be informative for the transferability and adaptability of the proposed framework.
