This study focuses on the prioritization of provinces in Iran's agricultural sector using a multi-regional Social Accounting Matrix (SAM) and the Entropy-TOPSIS method. To this end, a multi-regional input-output table was first constructed using the Charm-Ras method, and subsequently, for the first time in Iran, a multi-regional Social Accounting Matrix was developed. Thereafter, prioritization of provinces was performed based on selected variables.
The results, considering variables such as value added, household demand, intermediate costs, and net foreign exports for agricultural subsectors and transfers between institutions, indicated a positive correlation between population, value added, and household demand within the agricultural subsectors. Furthermore, the indices of direct and indirect backward and forward linkages revealed the capacity of certain agricultural subsectors in some provinces to generate higher demand for intermediate goods in other sectors compared to other provinces. These findings highlight that due to the improper distribution of resources and the existence of productive capacities in some provinces that have been overlooked by planners, it is necessary to distribute resources equitably and based on the capacities of subsectors across provinces to achieve balanced development
