نقش دانشکده‌های کشاورزی در توسعه اقتصادی بخش کشاورزی با رویکرد تحول دانش‌بنیان

چکیده

با توجه به تحولات تکنولوژیکی، امروزه توسعه بخش کشاورزی تنها از مسیر اقتصاد نوآور و تولید دانش‌بنیان میسر است. در این خصوص در جوامع توسعه یافته، دانشکده‌های کشاورزی نقش‌ مهمی از نظر رهبری فکری برای توسعه دانش‌بنیان کشاورزی ایفاء می‌کنند، اما در ایران علیرغم نقش ارزنده‌ای که دانشکده‌های کشاورزی در تامین نیروی انسانی متخصص کشاورزی داشته‌اند، رویکرد دانش‌بنیان در تحول بخش کشاورزی هنوز به طور جدی در دستور کار دانشکده‌های کشاورزی قرار نگرفته و ثمرات آنها در کشور قابل مشاهده نیست و این نشان دهنده یک چالش اساسی در زمینه نقش دانشکده‌های کشاورزی در توسعه اقتصادی بخش کشاورزی با رویکرد تحول دانش‌بنیان محسوب می‌شود. این مقاله که با رویکرد تحلیلی به بررسی موضوع پرداخته، به این نتیجه رسیده است که برای ایفای نقش فناورانه دانشکده‌های کشاورزی و بهره‌گیری از اقتصاد دانش‌بنیان در تحولات کشاورزی ایران، از یک سو مستلزم تغییر ساختاری در کارکردهای دانشکدهای کشاورزی است تا این دانشکده‌ها به تدریج نقش خود را از تربیت صرف متخصص کشاورزی (دانشکده‌های نسل اول) و انجام پژوهش‌ با رویکردهای سنتی (دانشکده‌های نسل دوم) به سمت تربیت کارآفرینان متخصص و کارآمد در بخش کشاورزی (دانشکده‌های نسل سوم) و توسعه فناوری‌های هوشمند و دانش‌بنیان کشاورزی (دانشکده‌های نسل چهارم) تغییر دهند و از سوی دیگر ماموریت‌گرا شدن دانشکده‌های کشاورزی برای پاسخ به نیازهای روز جامعه کشاورزی از الزامات ایفای نقش مؤثر جامعه آکادمیک کشور در توسعه دانش‌بنیان بخش کشاورزی است. بطوری که، باید مأموریت ملی برای دانشگاه‌های بزرگ و مأموریت منطقه‌ای و استانی برای بقیه دانشگاه‌ها در دستور کار قرار گیرند.

Due to technological development, today the development of the agricultural sector is possible only through an innovative economy and the knowledge-based production. In this regard, in developed societies, agricultural colleges play an important role in terms of intellectual leadership for the development of agricultural knowledge base, but in Iran, despite the valuable role that agricultural colleges have played in providing agricultural expertise, the knowledge-based approach to the transformation of the agricultural sector is not yet seriously on the agenda of agricultural colleges and their fruits are not visible in the country. This article, which examines the issue with an analytical approach, has come to the conclusion that in order to play the technological role of agricultural colleges and benefit from the knowledge-based economy in Iran's agricultural development, on the one hand requires structural changes in the functions of agricultural colleges from mere training of agricultural specialists (first generation colleges) and conducting research with traditional approaches (second generation colleges) to training specialized and efficient entrepreneurs in the agricultural sector (third generation colleges) and the development of smart technologies and agricultural knowledge bases (fourth generation colleges). On the other hand, the mission-oriented nature of agricultural colleges to meet the current needs of the agricultural community is one of the requirements to play an effective role in the academic society of the country in the development of knowledge-based agricultural sector. Thus, national missions for top universities and regional and provincial missions for other universities should be on the agenda.
