Content analysis of agricultural water management components in the country's development upstream documents

Abstract

Water management is a tool for decentralization, optimum allocation of water between consumers and reduce the effects of water scarcity. The main purpose of this study is to analyze the content of water management components in high-level documents. This study was conducted using a qualitative content analysis approach. For this purpose, the texts and documents of the 5-year development plans after the revolution and the water law were considered. The results showed that knowing the status of water resources and proper planning about the amount and timing of its consumption are important aspects of water management. The findings show that the government has the greatest role in managing water resources, and that the public and private sectors do not have a significant impact on water resources management. However, establishing organizations and groups is considered an important and effective step in sustaining resources and increasing the efficiency and effectiveness of irrigation water consumption and agricultural production. Also, the findings showed that the organizational and administrative management of the water sector is more effective than the laws and policies of this sector on the performance of water management. This shows that there is a significant gap between laws and policies and executive processes.
